Update From Knowsley Council Highways and Capital Delivery Team

Further to our previous communication on the 25th April 2025, Knowsley Council remains committed to providing updates on the ongoing improvement works at the East Lancashire Road / Moorgate Road junction.

Knowsley Council are pleased to inform you that the scheme is progressing as planned and remains on schedule. As such, they will shortly be moving into the next stage of works.

Please find attached Information Sheet 6, which outlines the upcoming works, associated traffic management measures, and planned diversions.

Key Details:

  • Works Duration: 04 June 2025 –25 September 2025
  • Scope: The works will take place Moorgate Road South and the Carriageway/footway going West Towards Liverpool, the works will involve:
    • Construction of a new lane on Moorgate Road South
    • Removal of the pedestrian island including building out the existing kerb line to form a new footway
    • New gullies, manholes and drainage infrastructure will be installed in the footway towards Knowsley Brook along with a petrol interceptor and new drainage outfall which is called a headwall
    • Alter the kerb line at the bus stop to assist with entering and existing the layby
    • Alter the kerb line and widen the footway over Knowsley Brook. This will reduce the carriageway at this section to two lanes
    • Traffic Signal, Street Lighting and Traffic Sign work and associated ducting infrastructure
    • Footway works to enable the new segregated cycleway on Moorgate Road South
  • Closure: All previous closures associated with the restriction of the left turn on Moorgate Road South and the closures for the site compound on Moorgate Road North will remain. For more information on the traffic management set up please refer to the information sheet.

Please Note:

  • The left turn from Moorgate Road South going west on East Lancashire Road towards Liverpool will remain CLOSED.
  • The right turns from East Lancashire Road onto Moorgate Road North and South will be REOPENED.
