Knowsley Council – East Lancashire Road / Moorgate Road Update

Knowsley Council has secured £4.55m of funding from the Liverpool City Region Combined Authority, made available through the Department for Transport’s City Region Sustainable Transport Settlement. This funding will support improvements to the East Lancashire Road at the Moorgate Road junction.

These works aim to improve traffic flow and active travel options in the area. They represent the first phase of a broader project to upgrade Junction 4 of the M57, which will enhance connectivity and help ease congestion.

What the funding will be used for:

  • Widening Moorgate Road South (northbound approach) to create an additional lane, improving traffic flow.
  • Upgrading traffic signals to enhance efficiency and reduce delays.
  • Introducing a segregated cycle lane to improve safety for cyclists.
  • Resurfacing roads and footways to improve the overall quality of the road network.
  • Upgrading street lighting to improve visibility and safety for all road users.
  • Reducing speed limits to improve safety for pedestrians and cyclists.
  • Banning the left turn from Moorgate Road South onto East Lancashire Road to improve junction efficiency and reduce crossing points. Vehicles will be directed to Knowsley Wood Lane to access the East Lancashire Road from Junction 4 of the M57.
  • Installing safety cameras to enhance road safety.

Timeline:

Phase 1 is expected to begin on Monday, 24 February 2025, and will last for 10 months, with completion anticipated in December 2025.

Traffic Changes:

  • For the duration of the works, the speed limit on a section of East Lancashire Road will be reduced to 30 mph to protect the workforce. This will be clearly signed.
  • The left turn from Moorgate Road South onto East Lancashire Road (Westbound towards Liverpool) will be permanently prohibited after the completion of the works, subject to a Traffic Regulation Order.

The Highways & Capital Delivery Team will provide ongoing updates on the progress of the works, including traffic management plans and any necessary diversions.
